It could still turn out she was manipulated by someone like Shadowking, Empath, Mesmero, Masterminds, or some non-mutant emotion/mind manipulator.
Or it's all a therapy session for her and everything happens in her mind via illusions.

To me it feels the whole issue was mainly designed to stir up controversy or negative reactions only to then bring in a twist so Duggan can wash his hands in innocence.

It is social commentary about climate change and who the real animals in the world are. Nature Girl doesnt see the world the same way a human does with a Im human and at top of food chain. So its hard to apply a rule that she doesnt have the context to understand. To her the human was an animal and animals really are the ones who count as humans to her. But that’s a very human centric view, honestly. She feels the animals pain and doesn’t view humans as better than them. Ok, then doesn’t she feel the pain of the hundreds of jellyfish that turtle ate? The pain of the baby turtles murdered by seagulls? The tree being devoured by bark beetles are cut down by beavers? The butterfly that just got it’s head bitten off by a preying mantis? The caterpillar being eaten alive by parasitic wasp larvae? If she feels natures pain and doesn’t consider humans to be special, then she should feel all of this and not just when a turtle chokes on plastic.
