For me, in regards to Inferno and the idea that "we can't trust our leaders", Charles and Magnus have a sort of 'original sin' in keeping Moira's whole deal a secret from everyone(particularly the QC itself, which they essentially used as a screen; the real government was their "Deep State" triumvirate with Moira). Them stepping down and Moira stepping forward would represent greater transparency. I would not expel them from Krakoa, they would still serve their country, just not in an official capacity. They could even be regarded as 'royalty', but the active governing is done by 'Parliament'[the QC].
I would like to see Kurt continue his work developing a mutant spirituality/culture in conjunction with other, younger mutants.
In regards to the teams/captains, it seemed reasonable to give each season more defining characteristics, and integrating the captains/teams into something like the branches of the military/government agencies/the Cabinet under the auspices of each, a logical progression(especially after Ewing's definition of Arrako's Great Ring seats in SWORD).
Let the flames destroy all but that which is pure and true!
Keep - Nightcrawler, Emma, Exodus, Storm (never too busy to sit on both council and ring and be Regent of Sol! If Wolverine can be on three teams, so can the queen!)
Add - Callisto, Namor, Sunspot, Stryfe, Gamesmaster, Angel, Destiny, Bei
Forge is offered a seat, but refuses. Too busy doing 'real work,' he says. Sage doesn't even open the invitation, it goes straight into the recycler.
Captains - Bishop, Magik, Colossus, Jade Dragon ('cause, *surprise* out of left field)
Figure I'll take a shot in the dark before getting too enamored with other peoples, probably better, councils

I tried to drop Magneto and Xavier but just couldn't see them realistically staying off and staying relevant. Plus from a narrative standpoint, I like them on the council, even if I wouldn't trust them.
I dropped Kitty, Storm, and Kurt because they are busy with other things. While its true that Wolverine is everywhere, thats always bugged the shit out of me. I always thought Kitty was poorly placed considering her main occupation, which between that and what they said about Jean I figured if you're on a team you're off the council.

As Storm is now part of the Great Circle of Aroakko, she should give up her seat. Sinister broke the rules and should step down as well. I believe Xavier and Magneto should stay for sure.

Isn't Dougie already that mutant? I mean, he is the voice of Krakoa and we've seen previously that Krakoa can interject if they've an point to make or an agenda to keep.
Or when you say "Krakoa" did you mean the inhabitants at large? Like, a vote from the mutant population to represent the "citizens" ? And if that's the case, do we feel the current Council roster is exclusively in it for their own individual benefit? Do their contributions not benefit the rest of the mutant population? Obviously some mutants on the council are single minded, but for the most part it seems the majority are acting/voting for the further thriving of mutantkind.
