I don't think it's a competition but it's hard to top how far Roy has come in my opinion.

While I wish writers would stop visiting the ex-junkie well, there's no denying Roy has come a long way.

Roy obviously has the most development due to his long history. Mia was around for maybe a decade but vanished in New 52 (as did Connor Hawke, who's just been brought back in Robin), and Emiko's only been around since mid New 52.
