Swearing is not taboo in Japan like in America. Same with little kids seeing gore is in America.
Watch some sentai. Damns hells and other words are quite normal.

I think one of the other films from the era (Gigan?) actually shows Godzilla bleeding.
The first two films I think are also fairly brutal with the civilian injuries as well. Later on, Return of (Or Godzilla 1985) also has wizened corpses at the beginning (What's left of the fishing boat crew, possibly drained by the giant sea lice) and implied mass casualties later when Godzilla ignites a traffic jam (Which I'm told is actually stock footage they borrowed from another disaster movie).
