Killer Moth is kind of a goofy name but I heard it was because she easily beat him on her earliest mission. I haven't read that comic so I can't be sure
If anything you could use both Killer Moth and Firefly. Killer moth is the main baddie while Firefly is his henchman.

Turn on the Batsignal, they both get drawn to the light and then you capture them in a giant net...roll credits.

Does Batgirl need a big bad in her first movie, though?
Most superhero films are just action movies with a double life subplot. Or they add another genre to spice things up..
Action movies are reactive so there some kind of antagonist driving the plot. It doesn't need to be a big conspiracy but those help. "Big Bad" is just geek slang for main villian. I never felt Firefly was that compelling on his own so he'd be better off as part of a set.
