Who do you think should be the new members of the Quiet Council ?, who should replace Apocalypse and Jean Grey ?, should Arakko have a representative or even their own Arakko group of representatives to match the other groups e.g.

Someone from Arakko is a given. Could be Isca, if her power doesn't make things boring- she's always changing sides to whomever wins the argument. For Summer, Dani would be a good choice.

I totally agree. Dani would be the perfect person to replace Jean. Plus she's the only one who seems to be concerned about the kids and would be their advocate on the Council.

To replace the big A, I would put Selene as his replacement just because she's too powerful to leave to her own devices (and she has leadership experience). Yes, she's evil but she's too good of a character not to be used fully.
