It felt like a classic case of fitting the character to the story, Kurt is kindhearted but he’s never shown any interest in making Mystique happy before, it didn’t ring true to me.

Actually I just recalled. Didn't Hickman say Rogue was playing a part in Inferno but he had to cut it out?
She may have been appointed to the Council in the original version but since he's stepping away they opted to use Colossus since his X-Force storyline is still ongoing vs Hickman stepping away.

I dont think so considering Rogue is an X-man and having her on the Council would be a clear conflict of interest. Hickman had Scott even step down from his role a Great Captain in the first issue bc he had bigger responsibilities elsewhere (X-men)
