    In a World's Finest issue, Diana attempted to hook up with Superman. Again, probably another throwaway.
    I just skimmed through Wonder Woman #300 online, and, looking specifically in the dialogue between Steve & Diana, couldn't find him ever saying that to her. I'm also not sure when she tried to "hook up" with Superman in World's Finest, or how much it would be implied at that time that sex was what she was after.

    I don’t know about worlds finest but they did hook up in Superman/Wonder Woman

    One nitpick I had with Tressor (that did not help with all the "Discount Steve" accusations) was how they drew him as blonde. Yes, there are tons of blonde characters in comics, but in visual media like this, you have to create easily identifiable/distinguishable visual cues (beyond the characterization-related differences) in order for readers to quickly know who's who in these stories. When I think "attractive short-haired blonde man in his early thirties in a Wonder Woman comic book" it's hard for me not to think of Steve Trevor. That's why I loved that when Phil Jimenez tried to give Diana a love interest, he went for a black man with long braids. Visually at least, nobody could mistake him for Steve (and I do LOVE that they both had "Trevor" in their names).

    Yeah, I've seen some folks genuinely use panels of Tressor thinking he's Steve when talking about the Diana/Steve relationship.
