This scenario fills me with lots of nitpicky questions (like why bother having non-lethal tranqs and how they pieced Rogue's skin) but I guess I'll read to find out more.

They should at least have mixed some poison with the anti-mutant power drug, so they die rather than just get temporarily disabled...
