Not by feats. MCU Cap shows neither the speed nor skill that 616 Cap demonstrates, but seems to be a tad stronger based on the usual 'high-end feats consistent with presentation' that Rumbles uses.

I see. That is weird, though the second point could be an interesting story point on a psychological level depending on how they were brought up and what they went through, provided it is never presented as right and instead something they have to work through. But I doubt it was written all that well, could be wrong though.

He wasn't. Ult Cap was more of a hard rightwing libertarian. Hard rightwing libertarians can often seem fascist in local situations, since they are fine with using personal violence to stop crime, but behave very differently on national issues.

Ult. Cap was also something of an incredible jerk, to the point where the people writing the 616-Cap comics felt compelled to put something in their own stories to try to distance the two characters further (reference: Ult. Cap's 'What do you think this "A" stands for?' comment versus 616-Cap's lengthily consideration on how much he admired the French Resistance for their guts and tenacity).
