Capwolf because early 2000s platformer had a monster mode. It would be an edgy version of Sonic Unleashed.
I'd settle for a DLC.
The recent United States of Cap series provides a good template. Cap works better as a team player so you could 2-4 co-op.
Solo missions are welcome or you could have it be an RPG. Kingdom Hearts has Sora , Donald and Goofy and we have Steve, Bucky and Sam.

Cap being a team player goes back to his WW2 company and the Howling Commandoes, but I still think he could be treated like Master Chief in that he a solo hero who gets less direct help from NPCs.
I do like the idea of a game revolving around this trio though.

What's AAA? is that a game designer/publisher?
If it's a Cap centered game, just make it a fun overall solo adventure. if you had Falcon, that would mean a flying dynamic, and if people want "open world roaming" that would likely add a lot of expense to things. But hey, maybe some form of it could still be done.
maybe different specific missions involve the Cap-world characters- Bucky, Sam, Walker, Sharon, etc.
A training mode where you can beat up Hitler while practicing combos and super moves.
