Kuroko, probably, for being able to teleport anything she touched into anything within eyeshot of her without ever having to close range on them while also being able to teleport herself whichever way she wants, while Nightcrawler has to get within melee range to do anything.

Targeting might be an issue, but even more for him than for herself since she can go anywhere and still be able to attack while he always needs to close in to attack her. Reflexes *MIGHT* be an issue, since Nightcrawler has better feats of dizzying Coming Book Peak Humans with teleport spams, but the process of making people into Espers in the various To Aru series seems to give even Level 0s like Hazama seem capable of being able to see the world go in slow motion in a fight (and at least a few of the Level 5s are casual bullet timers, in ways that probably have nothing to do with their specific Esper power) so I wouldn't really count on it, especially since she can teleport away at random without needing to maintain a specific range so he can't really effectively tele-spam around her.
