Avenger West Coast Issue #69 shows hawkeye was always a terrible team member

Titled "Hawkeye Vs the US Agent", this comic starts with the team learning they're about to be merged with the other avengers and be overseen by the UN. US Agent is essentially stripped of his avenger status and voted onto reserves, but the entire time, he's talking trash about US Agent, constantly gouging him on. As the meeting ends, Mockingbird tries to thank Hawkeye for his vote, but he then in the most douche way possible tells her he'd never vote for her, solely cause she's his ex wife. She tells him to lose her number and storms off. US Agent laughs at him, but this is where things really go sideways; Hawkeye and US Agent agree to meet at a locale, and fight it out.
What happens is an absolute mockery; Hawkeye shows up in his "warsuit" or whatever, and US Agent doesn't even really want to fight, yet Barton is just a constant ass, continuing to try to get cheap shots in over and over. Agent even tells him he's not really taking it serious, since everyone knows he can lift 11 tons so he would absolutely destroy Clint if he actually landed blows. They go back and forth for a bit, and then US Agent in typical "didn't think that through" manner, throws Barton off a cliff. Hawkeye uses a secret harpoon arrow(which is just silly) to catch a tree, and lands safely, but then fakes the fall! So US Agent, fully believing he had thrown him off the cliff, jumps down the cliff in a haste, apologizing profusely while trying to explain he didn't mean to and that he thought the ledge was longer...only for Clint to fake being prone and sucker punch him in the face. Again, US Agent doesn't want to do this anymore, but then Hawkeye does the most assholish thing possible; he takes off his armor, and tries to punch him. So finally, the reader gets to see US Agent basically say "F*ck this" and then beats the tar out of him....
Only for the rest of the WCA to swoop in, pretend like they watched the whole thing, and then Tony Stark goes on an absolute pompous lecture about how US Agent bought his powers, which is kind of true, however, quite the bizarro comment coming from Tony Stark/Ironman, one of the richest men in the world! They then scold Hawkeye(who started the fight), slapping him with a probation, and then kick out US Agent. It really does paint the WCA as actually being 'holier than though' as US Agent constantly says, yet, we also see that Wanda plays with Wonderman's heart, Janet and Hank have been faking what looked like them getting back together(they hate each other and cashed out of the WCA), and Hawkeye is apparently a soft robot or something, since in issue 68, he got transformed by Ultron-13 but it's not really explained any more than that. Just a strange comic where no one acts like the heroes they claim to be.

I always loved Roy Thomas run on WCA, especially after David Ross came on board as penciller. In fact, of the tree long runs in WCA (Englehart, Byrne and Thomas), Thomas was my favorite, of an already favorite book. That said, he really wasn't very respectful in his treatment of Hawkeye. I don't agree with most of OP's evaluations of the rest of the team's actions and motivations, such as Jan and Hank "hating" each other, and ignoring the fact that the whole team ressented the Agent being forced down their throats by the US Government and that he was not someone they'd have invited into the team otherwise. However, when it came to Hawkeye, yes, Clint was 100% a jerk. Ever since his first issue, Thomas seemed to make it clear that he was going back to writing Clint as the hot-headed emotional child full-time trouble-maker of the Avengers, exactly as he was when Roy was writing him in the first 100 or so issues of Avengers. He went on to completely ignore all the character development that Stern and, mostly, Englehart had put into making Hawkeye a mature and competent leader in his own right. A regression that Byrne had already started, kicking Clint to the side and pushing a very Reed Richards-like Hank Pym into the center stage. Thomas kicked this regression into full over-drive, showing Hawk to really be completly unfit for leadership when he takes over the team after Iron Man "dies" and falls apart soon after. Suddenly Wanda, who was never shown having a single leadership bone in her whole body, was being shown to being more level-headed and a better leader than he was. Sadly, Hawkeye only went on to recover his great leadership skills under Busiek and, later, Nicieza in Thunderbolts.

I disagree. That particular issue shows that Hawkeye was a terrible team member. Thunderbolts and other issues of Avengers would prove otherwise and actually show that Clint was a good leader.

I would say that more recent portrayals of Clint -him killing Banner- was just dumb. His appearances in Black Widow almost make him look inept.
