    I've been working on a Side project in a similar vein, a DC vs Marvel vs Shonen Jump game. Here's the base DC Roster

    1. Superman: Superman, as the iconic Superhero, should have a really good Assist game, to represent him saving people.
    2. Batman: Combo focused Rushdown character. Additionally, he’d have one special based around his Prep Time. Essentially, if he tags out after he receives damage, then he’ll have a super designed to counter that character’s Kit ready for when he returns.
    3. Wonder Woman: Would eschew the sword in favor of the Lasso, and use it to control the distance from the enemy, including a move that let’s Diana induce certain imputs via mind control. Her assist would be a healing move based on the Purple Ray
    4. The Flash (Barry Allen): Simply put, The Flash would have the fastest moves and Frame Data in the game. Wouldn’t have too many Speed Force Tricks
    5. The Green Lantern (Jessica Cruz): To reflect her arc of growing more confident over time, she would start matches with a more basic, slightly limited moveset, but as she wracks up Damage, she would unlock more moves and gain greater ability to combo and mix up.
    6. Aquaman (Arthur Curry): An all rounder, almost a Shoto-Clone but with the Trident for additional ranged pokes
    7. Martian Manhunter: A character with a lot of crazy moves incorporating his shapeshifting powers, intangibility, and Psychic powers. Something I’d like to do with a lot of the Telepaths in the game is give them moves that can force inputs out of the enemy.
    8. Cyborg: Cyborg’s moveset would evolve over the course of a match, to represent his character devlopment of accepting his mechanical nature. His beginning moveset would be an all rounder style, sufficient but not excellent. His normals would all do things that normal people could do. He’d have a low number of specials, which utilize his technological aspects. But, if he uses his tech based specials often enough, he unlocks more, giving him a much better mix up game, and eventually improving his normals as well.
    9. Green Arrow: A fighter with projectile normals. His many Trick Arrows and ability to angle the trajectory give him excellent zoning
    10. Hawkwoman: A Rushdown character. Her Mace’s anti-magic properties allow her to negate and counter certain types of attacks.
    11. Brainiac: A highly defensive fighter whose goal is, more than anything, to keep the enemy away from him.
    12. The Joker: a zoner with a comical, highly unpredictable moveset based on the Silver Age
    13. Cheetah: A very fast Rushdown character with a lot of combo potential
    14.Gorilla Grodd: A Telepath who uses his psychic powers to create openings to close the gap and deal devastating damage.
    15. Sinestro: A Risk Averse zoner character, with a special mechanic wherein he builds meter if you flee from his attacks
    16. King Shark: A standard big, slow moving, grappler character
    17. AMAZO: His specials would all be moves copied from the enemy team. Which moves he gets would be dependent on the order the enemy team is arranged in at the time of his selection. As enemies are defeated, he’d lose access to their specials, so he’d be better earlier in the match than later.
    18. Deathstroke: An all around fighter who can call in Terra to assist with his specials
    19. Deadshot: A Zoner with very fast projectiles, which he can angle and ricochet for better area controll
    20. Vixen: Vixen would be a Stance based character. She can invoke certain animals to change up her normals and properties, while other animals get used in his specials

    You don't need it, but it's certainly easier to use them as reference, at least for how the moves are gonna look, Tekken is an example of that being done, even if the way the characters play may not represent how the martial art actually works.
    Oh yeah, you'd need something as a basis for the move set. Sure the things the characters have been seen doing would modify that, but you do need a starting point somewhere. The list I had could be pretty easily separated into categories: Heavy Brawler(Non, Karsta Wor-Ul, Karen Starr), Medium(Kal-El, Ursa, Lor-Zod), speed hitter(Dru-Zod, Kara Zor-El)... and then special categories for characters with special powers. Like teleporting(Xa-Du, Lesla-Lar) and other stuff.... But yeah.... that means you could make most of them alt-skins and condense the roster a lot.

    3. Nightwing: Nightwing is a highl aerial character who calls in assists from the other Teen Titans
    6. The Flash (Wally West): Wally’s moveset would include a lot more speed force tricks than Barry’s. In particular, he can steal and lend speed, debuffing his foes and buffing either himself or his team mates. When he’s buffed, he surpasses Barry and becomes the fastest character in the game

    2. Black Canary: A straightforward rushdown character who uses her Sonic Scream for specials
    5. Harley Quinn: A highly acrobatic character with but with more of a focus on hard hitting moves than combos

    1. Captain Marvel (Billy Batson): A character whose key gimmick is Shazam’s lightning. When he activates the special, he’ll strike himself with a bolt of lighting. However, He’ll have the opportunity to evade the lightning and let it strike an enemy instead, in which case it will deal heavy damage. He can also tag out and let it strike his ally, which will give them a large buff. If Marvel gets hit by his lightning, then he’ll be transformed back into his Billy form. The Billy form can’t fight, he’ll try to transform back soon, but the process can be interrupted if Billy is attacked.
    4. Composite Superman: Compsoite Superman would be a character overloaded with specials, each referencing a different member of the Legion of Superheros. The catch is that each special only has a limited number of uses, so if a battle lasts too long, he’ll run out of them.

    3. Oracle: A low- mobility fighter who uses hacked and remote controlled tech to fight. Because of her low natural mobility, she’d have some tools that allow her to force the opponent to disengage: Her normals would utilize Escrima Sticks and thus deal decent damage, she’d have a nanotech cloud move that infects close by foes and makes them susceptible to being hacked, and if she gets air juggled, her chair will remain on the ground, and she’ll teleport back to it once she lands.
    6. Darkseid: Darkseid is an Oppressive Grappler with devastatingly powerful attacks, who can use his Omega Beams to herd players into his range. His weakness come from solidarity and a willingness to fight back. In other words, use Assists to open him up and then Rush him down.

    1. Hal Jordan: Hal would be a generally High Risk, High Reward playstyle, with a unique comeback mechanic. If one of your characters is about to die to an attack, and you swtich Hal in to die in their place, Hal will return to life as the Spectre, who has a very strong Zoner playstyle that is great at Punishing. Note that he doesn’t comeback immediately, a short time must elapse first.
    4. Lex Luthor: Luthor’s normals would be designed to control the pace of the battle, to lead up to a devastating super at just the right moment. He would also have mechanics that let him sacrifice his allies for in the moment benefit to himself.

    Some interesting lists, and of course interesting convos re: powersets, who should be in the game, etc. But if it is ASW who does it (developers of DBFZ), I have faith they'll make sense of it all. I mean, they have Videl in DBFZ... Anyway, it's a video game, particularly a fighting game. Power levels don't necessarily break the suspension of disbelief. So, here's my list (and as a caveat, I'll try to go the Injustice route and go 50/50 heroes/villains...and yes, "anti-heroes" will be on the villain side, as will "neutral" characters most likely. But it's a FG, so it doesn't really matter):

    Some bigger names missing (Hal, Black Canary, Doomsday, etc). I wanted DLC2 to have a specific team theme. It was between Doom Patrol and JL Incarnate for the heroes and Rogues and Crime Syndicate for the villains. But I felt the Crime Syndicate would be too redundant, both visually and potentially gameplay-wise. So I went w/ the Rogues. As for the heroes, I think the JL Incarnate would actually probably get more sales, despite dP having their own show, and WB would probably prefer them since they're more "inclusive", but I feel like a developer (especially ASW) would be like kids in a candy store w/ the mechanical design of the Doom Patrol.

    And only 12 Bat characters! I tried to limit it, but let's be real here. They're popular, WB would want them included, and they're relevant to the DCU anyway. And some have sort of trascended beyond just being considered "bat characters" anyway (HQ, Shiva, etc).

    Oh, and some archetypal breakdowns. I feel zoners and rushdown and balanced seem obvious. But the grapplers will be Bane, King Shark, Naomi, and Flex Mentallo/Capt Carrot.

    Interesting list. Some quetions
    1. Which Batgirl, Cass, Steph, or Barb?
    2. How would you differentiate Shazam and Adam's gameplay
    3. How would you differentiate Aquaman and Ocean Master?
    4. How would you differentiate Flash and Reverse-Flash?

    I have a few ideas, but I'd like to get your thoughts before I share.

    Yeah it'd be better to condense the number of Kryptonians, too many of them barely show up to begin with, would be better to keep the usual expected one (Supes, Kara, Zod), and maybe throw a random C-lister to keep it fresh, but not have too many lol.

    As much as Arcsys is an example of a company that comes up with wacky movesets, DBFZ is really not an example of that lol.

    Too many of the universal tools are shared with not a lot of change, and while DLC characters had more variation, the base roster is pretty bland by comparison.

    To defend them a little, DB characters don't really have varied fighting styles, at most we had dumb gimmicks in vanilla DB, but those were tournaments and most of them were jokes, but again, compared to the other games they made, DBFZ is weirdly tame, though, DC having far more varied powers would help out.

    Different constructs can do different things. I.e. one could be a zoner by just constructing guns, throw weapons, etc, while another can be a grappler by constructing...giant hands lol. This is at least what I was thinking w/ possibly having multiple GL's, even though I just settled on Jessica Cruz (even tho she's a YL now lol). However, Sinestro is there, so there are still 2 Lanterns, but they can be designed to play differently. Sinestro can have a fear mechanic, for instance.
    Considering how much DC at times pushes John being a soldier, he could use more guns, Kyle is an artist, so he could have weirder constructs, Hal and Guy could be fitting to have different levels of aggressiveness, Jessica, I see her as more of a keep away character, Simon, I don't know to be fair, all I remember about him is that he kept a gun and that he could do seemingly impossible things at random by "willing" hard enough.

    I have a few ideas, but I'd like to get your thoughts before I share.
    1. Barbara. I know the mantle is going through a transition right now, but I'd assume "Batgirl" to the general audience is always Barbara. Same as "Batman" always being Bruce (why I didn't specify him), even tho others have taken up the mantle.

    2. I suppose like Injustice. Shazam more of a rushdown, Adam more of balanced, even keep-away character. I was thinking putting Adam as one of the grapplers, but only wanted 4 total, and 1 of those 4 being DLC. King Shark and Bane were obvious, and I decided to throw in Naomi as an homage to SNK female grapplers. But hey, maybe Adam could be a grappler hybrid of some sort.

    3. Both would have big normals given their tridents, but can maybe make Aquaman a puppet or assist character. That'd be neat. Not sure who would be the puppet character here. If it's a tag game (sticking to the DBFZ formula), then a puppet character probably wouldn't jive. But an assist character would be fine (ala Videl, Parasoul, Tron Bonne, etc).

    4. Both would be rushdown, but one can be a stationary stance character (ala Flash in Injustice) to change it up, the other can have stronger mixups, etc. As I alluded to above, don't think that same powersets mean they have to have the same movesets, tools, etc. Even though I did say that was a potential reason I avoided Crime Syndicate, I mostly meant on a FLAVOR level of redundant mechanics (fliers, super strong, heat vision, tools/lasso, etc), not actual specific mechanic design.

    I feel like either Flash would have near perfect assist stats, with Earth 2 Flash being capable of exploiting weaknesses in other characters more due to his experience edge.
    Obviously, Superman would have amazing grappling ability.
    Both Batmen would be capable of explosive combos. Mostly through the use of their gadgets they would definitely get a fear boost, which Scarecrow would also get if he were to make his way into the game at any point.
    The Jokers would be tanks, but might take less hits to defeat than most characters.
    Robin will be an easy to use, all rounder, the beginners' fighter.
    GL Highball will target specific zones.
    Wonder Woman's gauntlets would be capable of deflecting energy blasts as well as bullets.
    With the suit, Apex is a formidable grappler.
    Superboy will be capable of stronger duo maneuvers with the other Super characters and Apex.
    Supergirl and Superboy will receive a synergy boost.
    Captain Nzi will have a wacky moveset.
    Air Wave's moveset will revolve around his ability to skate on telephone lines. He is an expert it utilizing this to throw his opponent off balance.
    Amazing Man's absorbing ability will be used to build up his stats over the course of the fight.

    Eh, that's nothing new, DBFZ is just one of the many, many games where characters are around and they can beat up characters who are far stronger story-wise, hell, Goku has been top tier far less times than you'd expect, Budokai 3 for example, he was a mediocre mid tier, while Bardock, was top 5.
