Was there an announcement of Justice League Europe being formed?

I was reading Giffen Justice League International issues right around the issue # when JL Europe debuted, but it doesn't look like they announced a new team being formed in Europe within the stories in JLI. So was it just done through house ads that "hey we're starting a spin off series in Europe", and thats the only way readers knew?

Thought there would be some mention of it in one of the issues, or even on the last page of an issue like "coming in May, Justice League Europe!" or something like that.

Justice League Europe as I recall, gets formed in Justice League International 24, which had guest appearances by Power Girl, Animal Man, Captain Atom, Elongated Man, Metamorpho, Wally West, and Wonder Woman. 2 issues later the comic was rebranded as Justice League America.

Ah yes, I remember now the page of them looking at the headshot, thanks so much for that and the awesome house ads!

Guess I wasn't paying attention close enough that they mentioned Paris, I thought they were looking to add to the roster.

Justice League Europe spun out of the Invasion crossover. The JLI decided they needed more members after the Invasion and to be less localized.
