It's hard to tell. at first I thought it may be Exodus because of the pink skin, but that's not his outfit. The outfit kinda looks like Doug's, but he doesn't have white hair. It may be a new character, or just some random mutant just for the cover.

Honestly I’ve really enjoyed this run so far, if anyone is following up on Hickman plots, I’m glad it’s Duggan.
