You'd probably need either The Smith Army or Revolutions Smith for him to win. I'm not entirely sure if Matrix 1 Smith has enough oomph to really win here.

If we assumed Norman can still get tired and as a Matrix program Smith doesn't, and if it takes point blank shooting (or gunslinging his location with heavy machinegun fire) to tag him, then if it's just hand to hand Smith could maybe win by attrition.

Smith in the first movie best striking feat was busting pieces of concrete, that will only make gg love in his face.
He also gets taken out by a subway running him over and bullets, something both Tom and Tobey lived through easily. ( even in the latest movie dr strange flies a subway right into tom, who largely ignores it)

I’m honestly iffy if he could survive a pumpkin bomb direct hit.

Semi side note… was it my imagination or did peter get shot multiple times and just grunts? This was without wearing the iron spider suit. So i guess he is bullet proof?

Révolutions Smith had Neo level strength and speed, plus flight, so... Probably too much over time for Normie. It would take a LOT of punishment for Normie to go down. Normie is probably still stronger, but is going to have a problem hitting Smith, plus that version of Smith seemed insanely resistant to blunt trauma.
