I don't know about the self sustaining climate/weather. He did power the artificial sun of Polemachus though. I recall Arkon noting Thor was able to do this for his people once before he encountered Storm.

Remember Thor himself said he could power their machines and create great storms to give rain. But it is the lasting effect that he couldn't do. The artificial sun is a technological device which raw electrical energy can power. So Thor being able to power it is fits with continuity
