I think Loki's still too durable to hurt, to be honest. And with his illusions, TK and powerups*, its doubtful that webbing him up will be as effective either.

*There's a throwaway line in Loki wherein he explains that his magic is not just illusions, but rather conjuring things into reality (which, at present, appears to be limited to small objects, such as weapons and clothes. Which explains a lot, I suppose). Also, he's got TK and energy blasts now.

I would give Loki a majority over Peter, without or without his upgraded TK. I think he's around Green Goblin level physically with better durability, better skill, knives and a close-range mind attack that's good for a brief stun.
