Seriously. Going through early X-men origins, a cause for some mutations was the irradiation of a parent. And even though the X-gene is a thing, it's still comic book "science" and radiation (or cosmic rays) could change genetic structure to allow parents to produce children with the X-gene.

I'm into the idea that mutants have some distant, genetic trace that connects their x-gene to Deviants.
So any non-mutants who become empowered, possibly have the opposite, long, distant, trace of an Eternal gene.
In the case of the 4, Cosmic Rays very radically changed their mutation - or maybe it is commiserate with Spidey's radioactive thing, or Hulk's gamma thing.
In other words, Celestials left traces of both deviant and eternal dna that would eventually manifest more over time.
Of course there could still be those who mutate without having this trace of gene, or maybe there are whole issues about the strength of these genes vs time-derivation.
If an Eternal gifted their DNA, oh 500, 1000, or 5000 years ago, how much stronger would those be, and in comparison to possibly millions of years ago?
Likewise Deviants and also Inhumans.
To me it seems apparent that over more thousands, even millions of years ago, lots of these descendants also interbred.
Creating various colonies: mole people types, avian types, aquatic types, and so on.
