Ones who didn't think it was possible for someone not of the Earth dimension to get the mantle. All the people suggested are human. Clea... isn't.

In fact, the fact she's already a Sorcerer Supreme might also disqualify her. She herself has mentioned the two mantles interfering with each other. That might also disqualify Magik, of course, but it's unclear whether Illyana's title is symbolic or literal.

Midnight Suns did a better job respecting Wanda than the MCU did with her in Multiverse Of Madnes.
