It's a mini series, like almost everything else Marvel is announcing. Seems like they're less willing to risk the uncertainty of on-goings with unexpected timelines. I appreciate it because it allows them to float out these sorts of stories continuously. We get midnight suns, the Blade one-shot, this mini, plus he's still in avengers.
I'm still in the camp that they're setting up an extended world for Blade. The vampire state has been referenced in moon knight, black widow, wolverine, and the avengers. I'm curious whether midnight suns sets anything else up for him longterm.
I can't imagine the legion of Blade fans begging to read about Bloodline....Sweet Christmas.

I think you're thinking about nationhood from an American citizen standpoint as opposed to a global politics stand point. Having a recognized state cedes land to a group where they can establish their rules and order. To not get too deep, you can think of Israel or the attempted indigenous state that became Oklahoma...groups of people historically traumatized are given a sanctuary and can advance their political agenda.
In universe think of the difference between the fake vampire state in that xmen run vs the current vampire state in their interaction with the mutants. In curse of the mutants they turned mutants in an attempt to establish a state. They failed and had most of their state destroyed and were sent fleeing. Same thing happened in captain Britain. Now, the same plot was attempted but krakoa didn't want a full on war with a recognized state and so all they did was interrupt their plan and leave them alone.
