Bernard first appeared in Robin #121 which was on sale in December 2003, almost 19 years ago. I’d hardly call that a fast live action debut. Even if you are counting his reappearance from Urban Legend 4, on sale June 2021, that was 17 months before Titans season four will debut. Barbara Gordon is just one character off the top of my head that made a faster live action appearance; she debuted in Detective Comics 359, cover dated Jan 1967 but likely on sale in Nov 1966, only 10 months before she showed up in the Sept 1967 season three premiere of the Adam West Batman show.
I personally have no issues with Bernard showing up in live action. I’ve liked the Titans show so far and the new season 4 trailer looks good to me!

Steph wouldn't even be properly handled on Titans. There's not enough time for her, and she hasn't been a Titan anyway; Bernard is a neutral enough supporting character. He'll strictly be there to be a love interest, and no one will complain about his portrayal. And, considering he's not even that personable in the comics, the show could do something interesting with him (although my expectations with Titans are always low, I wish it wasn't, but...)
Also, the Titans writers do know Bernard has an actual last name. They didn't need to do the homage, but I guess.
