But I feel like the prevailing narrative, at least Post-Crisis, was he'd cheat on Kory with Babs in a heartbeat.

The two, the almost and the betrayal in fact are both from the 00's made by retcon. Completely unnecessarily, Dick and Barbara's relationship was beautifully written throughout Dixon's run and Grayson's beginnings without needing to diminish the relationship with Kory. And the betrayal serves no purpose, since Annual 2 they end to actually come back only in the now with Taylor.
