I think it depends on what people actually mean by "magic". Some want characters flying around and throwing fire balls, for others things like Ra's age, pits, him moving his soul from body to body are magical as well. And Damian 666 doesn't seem to have much beyond immortality, which is basically just a next step for Ra's immortality that requires pits or new bodies.

Maybe Ra's is more mystical than magical?

I think they are just offering different interpretations of Babs. Some stories show her as Batgirl, others as Oracle, and different fans can focus on the interpretation they prefer. I don't like Babs in Batgirls, but she's great in Nightwing, so I can just read that.
