No, that's part of the so-called "Tomorrowverse", which includes Superman: Man of Tomorrow, Justice Society: World War II, Batman: Long Halloween and Green Lantern: Beware My Power. They're all in one shared continuity.

Presumably, it will also encompass a few of the movies coming out in 2023.

There will be two movies for Tomorrowverse. A Justice League movie and Legion of Superheroes

I'm probably most familiar with Tara Strong from the '90s Batman cartoon, although I did really like Rachel Bloom in the Batman/TMNT crossover movie.

Even if they have the footage, they also mentioned the film isn't really complete (for example: they lack VFX in many scenes).

There's maybe some clarification. The interview they gave where this info came from was in French, so there may have been some mistranslation.

According to this newer article, the directors are just blocked from the server:

Asked if they still had some footage of the film, Arbi and Fallah said no and that the studio had blocked their access to the production’s servers. “No, we have nothing! Adil called me and said, ‘go ahead shoot some things on your cellphone.’ I went on the server and everything was blocked,” said Fallah.

In the paragraph immediately prior to that one, El Arbi mentions that there's still a lot of work to do if the film would ever theoretically be released; it doesn't come off as if the footage is literally gone. That's at least some relief, that it's probably not completely scrapped.
