It can't be anyone else. If it's from 1989, it predates the debut of Stephanie Brown (as even Spoiler, let alone Batgirl) and nobody else's costume looks like Barbara's.

I'm surprised that the Elseworlds Batgirl/Supergirl special is the only place where Barbara uses Oracle technology for her Batsuit. If she has to suit up, it is a good middle point to a degree. Having Bruce be her sidekick was a fun change.
