I should clarify, I meant "queer" in the broader cultural/political sense that Phil Jimenez himself often uses it (he lays it out a bit in this interview, or if you're in the mood to get misty-eyed you can watch his acceptance speech at the Eisners).
Sexual orientation is part of it, but it's also about not conforming to "respectable" norms of performing gender and sexuality. For example, in that sense, the OG Marston comics are far "queerer" than Rucka's Year One, even though the latter shows characters who are explicitly WLWs while the former doesn't. An extremely powerful woman with clear agency performing her femininity and sexuality without restraint fits right in there (it's a big reason why pop divas are so closely intertwined with the gay community). Yes, new Circe is a little more masc, but it's a conservative depiction.
Io is another example - she's actually in a relationship with a woman now whereas before it was just heavily implied, but visually she was completely changed to better accommodate norms of gender performance.
