I've wondered about Betty too. I thought maybe there was some restriction on using her, but they could use Ross, so I can only assume they just didn't have room for another side character.
And didn't the Russo brother even admit they didn't really know where to go with the Hulk, which is why they nerfed him? I'm fine with the more comedic Hulk as it fits the tone of the MCU. It'd take a full-on reboot of the MCU to get the Hulk I'd most want to see (Gravage/Immortal).
The Russos said that Betty was a victim of the blip, so maybe Banner kind of moved on, although he probably didn't resume his relationship with Natasha.

Among several new tales to be included in the issue will be a story that serves as an epilogue to the first clash between the Green Goliath and Weapon X. Taking place between the events of The Incredible Hulk #181 and Giant-Size X-Men #1, "Interim for Mutants Part 1" kicks off with an enraged Wolverine looking to resume his brawl with the Hulk after being knocked unconscious. Thinking Hulk left him for dead, Logan vows to make him wish he was dead and begins prowling the Quebec wilderness in search of him.

Villain: The U-Foes, Omnibus
Synopsis: Open to the U-Foes, caged in the bowels of Freehold, with the gamma being calling himself Omnibus recapping the villains on what happened during the battle against Hydra, the Hulk and Pantheon. He then teleports them out of Freehold to the Hulk’s location, sitting on the edge of an iceberg. Ironclad attacks, but the Hulk isn’t in the mood and pretty much manhandles him to the point where Vector promises to leave if he releases him. Rick comes out of hiding with a catatonic Marlo and has some harsh words for the Hulk about his actions. At the Mount, Agamemnon has some words with Delphi, and we get a quick glimpse of the Maestro in her vision pool. At Freehold, Hot Shot comes out of his coma and is filled in about the Leader’s demise. In Reno, the Hulk and Rick arrive at Betty’s, and her reaction to seeing Marlo “alive” is to promptly faint away. Cut back to Freehold, as Omnibus gives a speech about carrying on despite the Leader’s absence. At the Mount, we see Atlanta and Achilles get it on, with a smarmy Paris in the background. Back to Reno, where Rick begins his caring for Marlo, starting with trying to feed her. He’s easily frustrated and storms out. The Hulk follows and the two argue over the situation, to the point where Rick tries to blackmail him about losing control during the Freehold battle. They sort it out, just in time for Agamemnon to appear and ask for his presence in a meeting at the Mount. Begrudgingly, he agrees and leaps away, as Rick poorly tries covering for his absence to Betty. The Hulk and Agamemnon have a long discussion about recent events and he then reveals that he’s taking an extended leave of absence and wishes the Hulk to lead the Pantheon in his place. Here he reveals that his last leave was during World War II and he faked his death during the final days of the war to return to the Mount. The Hulk agrees and Agamemnon reveals his true form; that of a 16 year old boy.
Commentary: Loved the cover, still not digging the interiors. Not a whole lot here, cleaning up loose ends from the anniversary issue and starting new ones for the next set. I like how Rick holds Bruce accountable for losing control, regardless of how tasteful it was. I was hoping there was more to it, and there would be later on, just not right now. I do remember a WHOLE LOT of speculation going on that led many fans to believe that Agamemnon was really Bucky Barnes, and the reveal at the end was just pouring gasoline on it. Since I’m doing another round of Wizard Magazine re-reads, I’ll try to keep an eye out for mentions on it. And based on the publication dates, I believe this issue is the first cameo appearance of the Maestro. That should bring out the asinine speculators of today out in droves.
