It's actually the right one that's fully techno-organic while the left one glows due to his mutant power. Seems counterintuitive, and likely why so many people get that wrong. Just one more thing that makes Nathan Summers a very complex and convoluted character, but I like the complexity honestly. He's got layers.
Although I did always wonder why X-Man had the glowing eye.
And also I'd like to know what book that is from? I want it.

Those are some of the most interesting & unique aspects about Cable that I've grown to appreciate throughout the years (XD)
I Just love the visual of the scarred right eye and glowing left eye. One of the things that drew me to the character.

Well, that’s where the scarring comes from. The virus ate his right eye and his left arm along with some of his torso on that side…

At times he’s shown with his entire left side being techno-organic including his left leg. But not typically. Typically it’s more like this…

Quite possibly. He apparently left specific instructions for Hope and the rest of The Five to bring him back with the T-O virus, so he could further study it. Abigail Brand also had him killed (in the Progenitor attack on the Morrowlands she arranged), for the sole reason of obtaining a sizable sample of his viral load. So that she could study it and how he manages to control it. She notes in her data pages that at this stage Cable’s T-O virus and his powers are in kind of a state of equilibrium, with his TP/TK being mostly used to control the virus and in turn the virus keeps his powers from raging out of control. So his powers contain the virus which contains his powers. I feel like that really has yet to be followed up on, and thus am expecting it to come into play at some point.
It may indeed have something to do with how they plan to defeat Nimrod and ORCHIS. Or possibly it has more to do with the Phalanx and Dominions and whatnot. Time will tell…“Not as good as I once was… but I’m as good, once, as I ever was.”
