Seems heavily inspired by the late seasons of the CW Supergirl show. I'm not sure when they changed her costume since I barely made it through the first season before bailing out in the middle of the second, but I'm pretty sure she kept the skirt for at least half the show's duration.

It's from the Tom King Supergirl mini. Except it was supposed to be something she wore, like, years later yet now they're treating it like her default costume.

Maybe they see it as TV synergy but I don't think it works.
