I guess it's possible, but I really don't understand why. Took me a while to get used to the white gloves, but white boots? They look like socks. It just visibly looks bad to me and I can't think of any popular comic book character that wears white boots.

With JL8, it's definitely a stylistic choice. Giving Hal white booties makes him look more childish, much like Clark's cape in JL8 is tied around his neck like kids do with their red towels as they pretend to be Superman. If you're a Hal fan, definitely check out this web series. It's a lot of fun and Yale Stewart's love for Hal is very apparent.
It's not really done as issues, so much as in the style of old newspaper comics strips, which is, I guess, the legal loophole Yale Stewart is using to produce literally hundreds of comic strips featuring Clark, Bruce, Diana, Barry, Hal, J'Onn, and Karen as 8 year old kids.
This look warmed up to me eventually. The black hair is the only thing that still feels weird.
I actually notice mask errors more than the color of Hal's boots.
