The Robin in that cover is Tim Drake, who was introduced into the show last season and will probably make his debut as Robin in this upcoming season.
Jason is already Red Hood in the show too.

Y'all have to remember: This is a commission. The artist draws what the person asks them to draw. They might have very well given Dexter exact specifications of what they wanted to see in the drawing. So what we think "should" be in the drawing is sort irrelevant/moot/beside the point.
