I don't mind this as an AU look or even as a general '**** just got real' look. Conveys the seriousness of whatever situation she's going to be in.
I doubt we are going to get an explanation for it in the book so I'm just going to head canon this as Donna having to cut her hair off after a prank from Beast Boy went wrong.

During Orlando's run, a young Donna was shown being trained by Diana and it was mentioned that Donna was one of the few who could evade her lasso. During the Endless Winter Titans Special, Donna mentioned being a child and Hippolyta telling her stories of the Winter King.
