No. He's a male version of Marvel Girl (he's a telekinetic, just like Jean) - if Justice was included, they'd have to include Jean and Rachel Grey too. They're not part of the Captain Marvel family.

The original Marvel Boy, now called the Uranian, also doesn't count. Noh-Varr, the current Marvel Boy, counts because he's both Kree and a former Captain Marvel.

As a side note, Marvel Boy is an alternate timeline version of Major Vance Astro, who possessed the psychokinetic ability of psyche-blasts which were focused psychokinetic blasts of explosive concussive force. These were able to disrupt the synapses in the mind of enemies as well as providing an explosive physical force. In this, Major Astro was quite unique.

Good point, he definitely IS part of the Captain Marvel family. Maybe Vox Surpreme couldn't get anywhere near him due to his Kree-Skrull Alliance army?

Maybe but she never went by any Captain Marvel name or associated herself with them. And tbh, those powers she stole are really generic. She'd probably get the same from stealing from Thor/Wonder Man/Hyperion/Gladiator/Sentry/Nova

It looks like Binary, but it also feels like it's trying to be more tasteful compared to the old Binary look but it made the old one look more otherworldly and cosmic because it didn't just look like a suit like this does. Here it just seems like another costume.

But that's just me.
