Hickman can come back anytime he wants, given what he has achieved, and the prestige he has earned in Marvel.

Not all nations have to be democratic for their governments to work, even in real life, Democracy is not the absolute rule, or way of life for all others.

Also the majority of the council knows that the whole nation of Krakoa is an experiment. As stated by Magneto back in The Trial of Magneto, he said it right to Sinister's face in front of the whole QC, and no one contradicted him.

We also don't know for certain if Moria, and OS both came from the same future timeline, which if they do, then that proves my theory right, that Moria doesn't actually reset time, she just moves to a different timeline with each death. I also theorize that the Phalanx don't want Humankind, they just want Earth, because it is such an important universal/multiversal nexus point. Didn't Hickman establish this particular point, in a previous project too for that matter?

Mystique has always been in the villainous category, outright evil? No. Abusive, manipulative, sadistic, selfish, sociopathic, and duplicitous? Without a doubt, absolutely.
Moria evil? No, she keeps trying to do what she thinks is best, she may not always be right, but she does seem to have good intentions, she wants the Mutant species to survive, she also knows many of them better than they realize. Also Moria never had control over Krakoa, that is Cypher/Douglas, he always did, and still does. Emma, Destiny, and Mystique just want it for themselves. They just want Moria dead because she can take away, everything they think, they have "earned". That is why they hate Wanda too.

As for precogs, since they see what would be coming, (a war of extinction, that they lose for that matter) what is to keep them from selling out everyone else and running off? Is this possibly what Sinister did? Did he give himself Precognitive powers, and decided to betray them, when he saw Krakoa lose? This would explain why Moria doesn't want precogs around. Also there is the fact that Nimrod, OS, and Orchis can nullify Mutant powers, so even precogs are useless against them when you think about it. So yeah, Moria's knowledge would be more valuable.

Problem is, most non-democratic governments either have a specific culture behind them that has endured for generations, or the citizens can't really afford to move anywhere else. For the former, Krakoa is made up of thousands of people from dozens if not hundreds of cultures, and every citizen is effectively a millionaire who will have Krakoa's protection if they consider themselves citizens or not, like the Morlocks.

In my not so humble opinion, neither Hickman nor myself care all that much about Krakoa. The island and all that was just a plot device and it gave the other writers something to pass time exploring. Conversely, the current X-staff did not care too much for Hickman's actual story.
