Not the first time.
This looks like a more kiddy (and Superhero focused) version of the Gotham High GN.
Yeah, but on their own I think the GN's are meant to be standalone. For instance the Bat-Villains (and even Beast Boy) seen in Whistle don't track at all with the main versions.
I think these GN fall in the thing than Tom King mentioned as books which are "next" to the broader DC continuity. Any writer could consider integrate them or not, but that depends if any writer decides if integrate them or not. They could integrate but there will not be any official declaration until then.

They can be in the main universe however you can't include them in stuff like events because they are already done and getting made when some events at the comic level are being discussed.
At most they could be the books that happen during those events and NOT mention them.
Example-would Static (when he was linked to DC) even mention the death of the Justice League in his OGN that won't come out until 2023 and happens in one night?
You would have to use characters that events won't bother or point out this happens before this or that.
When they're not definitely defined as alternate earth you can consider all of them, Static, OGN, Black Label, and so on, as alternate timelines. That term is more free of designation and definition, and the alternate timeline in DC can re-merge into the main timeline whenever they want.
