    Depends on the power level of the team. If we are talking about a JLA level team with characters like Superman then Darkseid level aliens and top tier Magic users like Circe are your primary option. But if your team is a bunch of street level vigilantes and low level metas( think the Outsiders) then I think a character like Ras al Ghoul or Deathstroke can serve the same role.

    Yeah, the more classical Ares too, and Hecate could even take on teams of characters who can take on multiple teams, and the Upside-Down-Man could do the same.

    Another 1 would be Larfleeze, or on a lower lever Zoom.

    Do we count Black Adam? I remember his WW3 storyline in 52 but the dude has been an anti-hero and member of both the JSA and JL.
