To the best of my knowledge it was first referenced in the 90’s in the Phalanx Covenant event (by Emma I think). It basically means that Jubes is capable of creating nuclear fission, which is the process of splitting atomic nuclei into smaller nuclei, releasing massive amounts of energy as a result.

Every character the writers like is an Omega because they can't seem to write compelling stories about the characters themselves, so they substitute power feats instead. And it just further breaks the stories...
