Babs being there makes no sense.

Yeah but those chibi versions of the rest of the Batfam convey them being Bruce's kids. 4/5 are his actual sons. Babs has never been in that position, Cass would make more sense.
It's just the presentation that makes her being there not make any sense because she's younger than Bruce but he's not an outright father figure in the way he is to the boys.

Bruce adopted Cass in previous continuity (although they do not do much with that topic), but he was hardly a doted father figure for her.
Curiously, there are writers who show Bruce as mentor and even (another) father figure for Barbara
To be fair, the figure clearly wants to represent a "father and his kids" situation.
That said, Bruce doesn't show this behavior with any of the characters. So, I don't know why people focus so much on Barbara not being Bruce's kid so much.

I never said she wasn't. The statue's presentation just doesn't make sense with her established relationship with Bruce. Inner circle or not.
They're jumping on him like a father who just came home from work. Chibi is fine but how they're positioned, along with Tim's random gap and Jason blushing portraying them as kids, not just smaller versions of themselves.
She would still make more sense for him to be holding in his hand than it would be Babs.
He may be a mentor figure but their relationship isn't that of father-daughter in any sense. If anything she's like a cousin, and not necessarily a cousin through blood either. Which doesn't make it a lesser relationship but Babs does feel like a friend of the family whose considered family despite not having any blood (or legal) relation to the actual family.
I'd be fine with none of the Batgirls being on the statue, I just think Cass makes more sense because at least Bruce looked at her well-enough to want to adopt her. Even if that got wiped away post-N2 (which this is clearly taking inspo from).

Honestly Bruce's relationship with Babs is probably one of the most inconsistently depicted parts of the Batfamily.
Does she seem him as a mentor figure? A work colleague? Someone she idolizes and looks up to? A second father figure? Her literal boss? It also gets muddled because of how central Jim Gordon is to Babs' narrative.
But she is the first Batgirl and Batgirl is a core Batfamily member (usually as Babs) so by association Batgirl is close to Batman.
