Generally speaking, 360 defenses along with the ability to attack would be enough.
While you can always try to fire where a speedster would be but if he is moving all out he will already have passed the point by the time the attack reaches that point and even if it reaches him in time if he is aware of the attack he will vibrate and turn intangible making the attack useless. Really speedsters are almost story breaking characters. You never can come up with a credible way of crippling them that doesn't involve attacks that blanket the whole area otherwise he would always be able to avoid it. Then again if you are blanketing the whole area with energy or other type of offensive attack then you are going to be subjected to it yourself and you will be taking out yourself along with your opponent unless you are or you have made yourself immune to it.
There was maybe enough plot armour to make it a semi-reasonable win. Catwoman knew exactly when the attack was going to happen, so was effectively operating as a pre-cog. And the Flashes were under mind control, and at some level would want to be knocked out…so were agents of their own “defeat”.
Unless they know your secret identity, a speedster should not be overtaken by a less-speedy supervillain unless the fast guy/gal is daydreaming. Once you have your suit on, your super-fast mind should be always on the lookout for an ambush.

Regular Superheroes and Supervillain typically have super-speed, but if not it is either a trap or plot in most cases.
Turn off the lights and fight a speedster in the dark. It's the Wrath of Khan way to even the odds. A bit more if you also add a bunch of palm oil to the ground. Or something even slipperier. Maybe fight him on a frozen lake on a moonless night.
Drop a banana peel on the highway (speedsters almost always patrol on the highway).

Right the Flashes can all think at Superspeed too. So even if say, Deathstroke could anticipate where Flash was going and stick out his sword. Flash is also fast enough to perceive what Deathstroke is doing and run around it. The Flash's aren't really shown thinking at super speed unless Batman needs them to be a human calculator or something.
Any new villain who can suddenly asset the laws of physics. Any Flash would be powerless if that happened. All you have to do if you have that power is just make friction not work for his feet, but work too well for his body, which would burn up at superspeed in that case.
With his powers, a Flash type isn't effected by friction except when it's convenient, even if that means friction works differently for the bottom of his feet than it does the rest of him---all0owing him to run or walk, while also not wearing his feet down to stubs. Just eliminate the exemption and he can't move at superspeed.
