This is a pretty good question; I suppose Steel and Mr. Terrific are amazing at all things tech but I honestly don't know if there is a POC that has that kind of moniker.

I think Lady Shiva's considered "the most dangerous woman alive" or somesuch superlative.

Cass is the best fighter in the batfamily. Not the world, but still an impressive title nonetheless.

Dick is considered the best acrobat.

Damian in Batman Beyond was considered by Bruce the best fighter he ever saw.

It’s been heavily implied on multiple occasions that Mr. Terrific is indeed the world’s smartest man, but pretends to be the third because he’s too smart to bother threatening either Luthor or Batman’s gigantic egos.

Yup, they did it on the cartoon, but the comics have also made reference to it, most recently in Strange Adventures.
