Are you sure that's where it's from? The only time I know of that the JSI was ever mentioned was in the Justice Society annual where Power Girl visited Earth 2, shortly before flashpoint.

The Sandman was Sandy Hawkins wearing the Garret outfit. You’re correct about Rex Tyler’s niece Rebecca. But I though she was called Hourgirl not Hourwoman.

This page calls her both for some reason. Has Hourgirl listed in the infobox but then has a note talking about Hourwoman.

That was a horrible story. Arguably the worst Power Girl story ever done. Alternate PG tortures real PG who does nothing to stop it but cry. And of course she needed to be rescued. And never got her own back.
