The overwhelming appeal of the team was integrating villains into the heroic ideal. I hope that Thunderbolts returns to that at some point. I'd really only buy this book for Monica, if I'm being honest. So if they want to introduce a follow-up limited series with Monica and a bunch of popular villains-turned-good guys, I'd be totally on board with that.
Unless there is some hidden agenda, this is Thunderbolts in name only.
After the initial shock that Thunderbolts were the Masters of Evil, the draw was watching villains actively behave as heroes -- with many actually being rehabilitated while some continued to struggle. I guess one problem with this concept is that you don't want to rehabilitate too many good villains. And if you use too many C and D level villains -- no one will care.
so who does the team answer to? Are they under the mayor of NYC? City Council?
The Thunderbolts movie now has a director, though not a cast, plot or official announcement (though the writer, who has broken legit Marvel scoops in the past, says they're looking at filming next summer).
The description of it as "a group of supervillains (or at least characters who have played bad guys at one point in MCU) who go on missions for the government" doesn't give me much hope of seeing the "classic" Thunderbolts premise and cast, but they can always surprise us.
Ugh, that totally sounds like Suicide Squad, which means they're basing off the run led by Red Hulk.

I suppose with Zemo presumably a part of it, there are ways they could start with that premise and move it closer to the classic premise of Zemo having his own agenda for the team. But I'm not going to get my hopes up. As far as Feige is concerned, the definitive run of almost every comic is from the mid-2000s to the early 2010s.
Where the hell is the comic?

And Luke and Hawkeye have both led the Thunderbolts before. This time Luke's the one in ultimate charge (bankrolling them) and Clint's once again the field leader. Just because America and Spectrum aren't ex-villains, it doesn't mean this team isn't still about redemption. Luke and Clint have a mission statement.
