I think it goes back to early Bird of Prey days when Dinah decided to dye her hair blonde instead of going with the wig, and I believe that was just regular over-the-counter hair dye products, not a "spray dye".

I never quite understood the wig, especially when they took the idea for Kara. But, it's unique, so keep it.

If it's hair dye, she's be blonde all the time until the color fades / washed out over time.

And I guess it doesn't matter these days when, except for a few characters, nobody bothers with "secret identities" any more.

For practical reasons, it would make the most sense for her to dye her hair blonde, and then wear a brunette wig as Dinah Lance. She shouldn't be a natural blonde -- as that was a disguise.
