Okay from the looks of it we got our explanation for how everything started here, spoilers:

back in Death of the Family when Joker injected Alfred with Joker toxin, Alfred revealed everything about Zur and Failsafe. So Joker essentially engineered everything including convincing Penguin to fake his own death all to activate Failsafe and bring out Zur.

Okay this is just overall frustrating and dull.

We're just retconning all that past Joker stuff so its "Oh his true plan all along with Zur" all at the behest of of Goddamn Captio, this Hugo Strange rip-off Zdarsky really wants to push. And Captio is jacking-off Joker to high hell, even deriding Penguin saying Oswald is nowhere near anything of a mastermind compared to Riddler or Joker. And yes Damian is written terribly, he's going all along with Zur's plan of capturing villains to forcibly imprison them in his prison. Like the rest of the Batfam is completely ineffectual, all they do is just wait and see instead of actually doing anything, but Damian of course is the only one being manipulated into helping Zur.

With the dumb handcuffs, at least their acknowledging Damian

You know it's bad writing when Damian is again written like someone who hasn't learned anything.

Expecially when they throw in an oc into the mix.
