It'd be nice to see Kingsley get more to do.
I doubt many would say that. Superior. There are always a few outliers in a huge fandom though.
While Norman was dead though and Harry was Green Goblin, then died, I'd contend that a large majority of fandom felt Hobgoblin was firmly top 5 foe in those years.
My suggested, in no order would be.
Venom
Hobgoblin
Carnage
Dock Ock
(fill in the blank)
That if probably a multi-part answer.
Norman returned as Green Goblin
The Demogoblin split from Hobby
Jason Macendale's death
Phil Urich in the role playing second fiddle to others
OMD and the influx of new foes created vs using established ones
Probably a few other possibilities but those are my thoughts on Hobby's falling out of favored use by various Spider Office Editors.
"Freedom is the right of all sentient beings" - Optimus Prime
He was the same as Ditko's Norman (methodical and trying to take over the mob), but Hobgoblin was technically more threatening because comics were written more adult by that point. A lot of Ditko Norman's plans are dated and silly through a modern lens (i.e. fooling Spider-Man into thinking he is part of a movie so that he could jump him).
That said, Sliding Timeline suggests "everything happened, just not exactly as you saw it". By that principle, Norman in his early days was no different than Hobgoblin in his early days, maybe even more dangerous. He was probably like he was in The Spectacular Spider-Man, except he screwed over Crime Master instead of Tombstone.
I don't think Norman takes away from Kingsley, though. The Hobgoblin is, IMO, a great example of a "carbon copy" done right.

Who do you think and want the Hobgoblin in the current ASM story arc is?
Has Kingsley ever improved on any of the technology or is he still working with the baseline of whatever there was when he found the first hidden laboratory? (or rather, that crook who found it, told Kingsley, then was killed..)
Would you please say who do you think was the Hobgoblin in clone conspiracy and why?
Well I know who the Hobgoblin is in issue 12
spoilers:end of spoilers
It is both Kingsley and Leeds
"Freedom is the right of all sentient beings" - Optimus Prime
I'm still bitter that the Spectacular animated series got canceled before they could adapt the Hobgoblin storyline, I would have loved to see how different they would have made Kingsley/Hobgoblin with an already Machiavellian Norman/Green Goblin (As Norman back in the day was more impulsive...he'd pick a fight at your house, thus Hobgoblin's behind the scenes scheming was what made him stand out)
I was reading Hobgoblin Lives again...and I'm kind of confused as how Jason Macendale testifying that he wasn't the original would have implicated Kingsley at all to the general public. I've always thought that Jason revealing that he wasn't the original Hobgoblin could have opened up an investigation that could have eventually traced its way back to Kingsley...but since the original Hobby was framed as Ned Leeds I'm not sure how it would have proved Ned's innocence and gotten back to Roddy. Any ideas?
It may have been said that the Jack O Lantern in clone conspiracy is the Steven one but it could be retcon that it is Jason and is there any chance or was it indicated or hinted that the one in Nick's run is Jason?
