Assume you mean top as in power level based on the comment, so it's Jean.

However, "top" as in most prominent, interesting, influential, it's clearly Emma.

Strange as this may seem, I think it's Rachel Summers (Grey). Rachel holds herself back because she is afraid of the upper limits of her power. I remember they did a scene in one comic where Rachel went up into the cloud level and started reaching out her mind to every person on the planet. She didn't need Cerebro at all, it was redundant for her. She just needed to be away from distractions so she could extend her telepathy to the entire world.

In the far future Mother Askani was the most powerful telepath of the Askani order, and she was able to help non-telepaths to gain enough skill to communicate with each other telepathically. She was able to wake up the parts of the human brain that allowed for psionic abilities even in normal humans. These people were limited of course, but the fact that she was capable of guiding people to telepathic and telekinetic ability was impressive. Mother Askani was also able to project herself through time and space to guide Cable through his entire life, even after she died, she remained a guiding presence in the world sustained by the faith of her followers.
