In theory, she should be able to.

However, I don't remember (Dark) Phoenix using telepathy in X3 except as a defensive countermeasure to block Professor X from tracking her.

Is she can hold back professor X I have no problem having her minedfrag Robotnik. What is Robotnik TK like? Dark Phoenix was pulling atom's apart.

SPOILERS obviously.

He could merge a train/some tanks/some handheld weapons/whatever scrap was also around/into creating a giant robot that could shoot big lasers and overpower regular aliens because Robotnik was a huge robot nerd and the Emerald powers realized that.

I'd think Super Sonic would be more Rumbles friendly. While being a kid with more limited imagination could limit how his Emerald powers could manifest, just adding flight and massively increased super strength to his super speed would make him big in DC/Marvel movie circles.
