I'm thinking the Minovsky effect completely screws up Gundam Wing because it can probably make Mobile Dolls basically non-functional, which totally changes the latter portion of the series.

It's probably the most significant thing that White Base brings to any high tech setting.

White Base in BSG potentially wins the whole series right at the start. The Cylon military machine was clearly set up for long range bombardment to quickly and decisively crush human worlds in a situation where they wouldn't have to deal with military resistance. Despite every possible advantage, they struggled to deal with just one outdated Battlestar time and again. Minovsky radiation pretty miuch renders their bombardment tactics worthless and might even shut down their info-war stuff or prevent Resurrection. It's basically the worst thing that can happen to the Cylons at any rate, so chuck the White Base into any of the initial surprise attacks, and the entire war could turn around.

I mean any modern society that doesn't already have a super miniaturized clean fusion generator is going to have its energy supply dramatically revolutionized, combat wise as said wide spread minovsky particle dispersion will completely screw any kind of modernish tech that relies on beyond visual range sensors or non wired communication, any fantasy or non modern setting is going to be fairly majorly effected by a perpetually floating artillery barge, and while it'll run out of it's physical ammo at some point the beam weaponry should be essentially infinite
